# Qualifying Opportunities

> Decide which surfaced opportunities are credible enough to recommend.

| Test          | Question                                                                      |
| ------------- | ----------------------------------------------------------------------------- |
| Evidence      | Is the problem sufficiently supported?                                        |
| Impact        | Does it create material cost, delay, risk, lost revenue or capacity pressure? |
| Root cause    | Does the intervention address the cause rather than the symptom?              |
| Feasibility   | Are the required systems, process conditions and capabilities available?      |
| Risk          | What could fail and where is human oversight needed?                          |
| Ownership     | Can a client owner implement and sustain the change?                          |
| Time to value | Can impact be demonstrated within a useful period?                            |

Classify each opportunity as **recommend now, prerequisite first, investigate further, low priority or reject**.
