Qualifying Opportunities

Decide which surfaced opportunities are credible enough to recommend.

Test	Question
Evidence	Is the problem sufficiently supported?
Impact	Does it create material cost, delay, risk, lost revenue or capacity pressure?
Root cause	Does the intervention address the cause rather than the symptom?
Feasibility	Are the required systems, process conditions and capabilities available?
Risk	What could fail and where is human oversight needed?
Ownership	Can a client owner implement and sustain the change?
Time to value	Can impact be demonstrated within a useful period?

Classify each opportunity as recommend now, prerequisite first, investigate further, low priority or reject.
