Before composing, confirm the scope is correct, contradictions are resolved or labelled, findings are traceable to evidence, root causes are separated from symptoms and the first recommended project is clear.

A useful order is:

3. Key findings
4. Prioritised opportunities
5. Business case and assumptions
6. Roadmap
7. Recommendation and next step

For each major finding, make the evidence, consequence and recommendation clear.
